October 14, 2019 Bargaining Update

 

LANGUAGE:

HCTA and HCSB signed Tentative Agreement #5 providing high schools a pool of 20 summer days per school for guidance counselors.  While varying numbers of days have been provided in some prior years, this TA marks the first time these paid days are prescribed in contract.

HCTA and HCSB signed Tentative Agreement #6 providing elementary school teachers with at least 40 minutes of planning time beginning in the 2020-2021 school year. This is the first contract language providing specified minimum planning time for elementary school teachers.

HCTA and HCSB signed a Memorandum of Understanding outlining the process and timelines for distribution of the Florida Teacher Best and Brightest Recruitment, Retention and Recognition Bonuses. The complete MOU is attached. While the state of Florida only identified fewer than half of all Hernando schools with a restrictive definition of “teacher” as eligible for Retention bonuses, the bargained MOU includes K-12 teachers from EVERY school for Recognition bonuses if they meet eligibility criteria and does not restrict the definition of teacher to only classroom teachers for the Recognition bonuses.

 

ECONOMICS:

HCTA offered an initial salary proposal of a 5.25% market adjustment to salary and performance pay of $100.00 for Highly Effective and $75.00 for Effective.  HCTA had previously offered a proposal for an increase of 5% to the supplements schedule with the addition of a few supplemented positions based on changes in clubs and activities.

HCSB countered with an offer of a 3.25% market adjustment to salary and performance pay of $100.00 for Highly Effective and $75.00 for Effective. The HCSB counter also included accepting the proposed new supplements and a 3% increase for supplements (rather than 5%) with employees absorbing a 10% increase in health insurance premiums.

 

Though settlement has not yet been reached, the bargaining team is optimistic about the direction of salary negotiations.
